Rio Rancho - City of Vision - A Sense of Place - Albuquerque's Environmental Story

Rio Rancho - City of Vision : "History of an Anomaly In a state with a history and culture as rich and as old as New Mexico's, Rio Rancho is an anomaly. A city with no building older than 35 years in a state that can claim the Anasazi Indians and visits from Coronado makes for an interesting combination. The city of Rio Rancho did not prosper because of ancient civilizations or because it was a trading center in the pioneer days. Rio Rancho was not developed because of its proximity to water or because it was good farming or grazing land. The early families in Rio Rancho cannot claim to come from generations of native New Mexicans. Instead, the people of Rio Rancho have chosen to be residents of this young and emerging city. They want to live in this new community that calls itself the City of Vision. And perhaps for the very reason its beginnings are so different from the rest of New Mexico, it is achieving an identity different from traditional New Mexico cities."

"Thanksgiving is a time when we reflect on why we are thankful. We also give thanks to those who are deserving of praise. As we celebrate this holiday season, I would like to thank voters for approving the expansion of the Central New Mexico (CNM) Community College taxing district. This action allows CNM to build a 40-acres campus in the heart of Rio Rancho’s Downtown City Center."

Rio Rancho NM

Rio Rancho and Rio Rancho Estates consist of 91,000+ acres of New Mexico Real Estate northwest of Albuquerque. Rio Rancho Land was platted into approximately 112,000 home sites and commercial lots between 1961 and 1977. During the 60’s and 70’s AMREP sold more than 75,000 lots in “Rio Rancho Estates” to thousands of individuals throughout the country.

Rio Rancho has come a long way from the early days. Dubbed the "City of Vision", Rio Rancho now has a population of over 70,000… and growing fast. The City of Rio Rancho planners made a decision a few years ago to build a new "Downtown" and chose a parcel of Real Estate in the middle of Rio Rancho. The new Rio Rancho “City Center” will be a modern and dynamic downtown and already has a state of the art Arena (Santa Ana Star Center), the new Rio Rancho City Hall, and will soon have the CNM (Community College) and UNM Campus.

The Rio Rancho Real Estate market is dynamic and complex. Land in Rio Rancho can range in price from $6,000 to $150,000 for a ½ acre lot and depends greatly on location. Rio Rancho is a young and growing community that is moving toward being the most visionary city in New Mexico, and with Rio Rancho Land being plentiful; I expect the growth to continue for many years.

Good News...CNM passes vote for Rio Rancho!

Want to pass along the Good News for the progress and development of Rio Rancho! The two votes which would allow CNM –Central New Mexico Community College – to begin construction in the City Center area of Rio Rancho both passed soundly. CNM plans to begin construction on a $20 million facility they intend to use jointly with UNM. Below is a quote from a local news source…..

“Homeowners outside of the current tax district who live just north of Northern Boulevard approved CNM’s consolidation effort, giving what city leaders believe will be a shot in the arm for the development of the new downtown area built around the Santa Ana Star Center and city hall. CNM and the University of New Mexico, as part of the campaign to woo voters, promised to build a $20 million joint facility nearby with success in Thursday’s vote.”

Hooray… CNM has already laid the groundwork for their 40 acre campus with the land secured and $20 million ready to go for construction. They have plans to break ground soon.

Because of a landmark partnership between CNM and the University of New Mexico, the first CNM campus building in Rio Rancho would offer UNM courses when it opens in January 2010. A "2+2" agreement between CNM and UNM will allow Rio Rancho students to take the first two years of a UNM bachelor's degree through CNM. This would greatly reduce the cost of a UNM degree because of CNM's well-known commitment to low tuition and high-quality instruction.

What does this mean for our Rio Rancho land owners and buyers…we think great things, as the more developed the downtown becomes, the more services they will need and the more people will want to live and work there.

All the best,
Tracy

CNM Campus Well Worth Tax
By Larry Naranjo Rio Rancho City Councilor, District 5
"AS THE CENTRAL New Mexico Community College (CNM) district expansion election is approaching the finish line, I feel compelled to voice my strong, unflinching support in favor of expanding CNM's district into northern Rio Rancho. My reasons are simple and my motive easy to understand. When I first heard about CNM, it was called TVI, and its relationship with the residents of the city was bad shortly after I moved to Rio Rancho in 1999. I was deeply concerned because my neighbors told me that CNM was taxing my property without providing services within the city limits nor providing representation on the TVI Governing Board to city residents."

The site does not yet have a paved road leading to it or utilities, but in less than two years the district plans to transform it into 418,000 square feet of learning space. The school is scheduled for completion in July or August of 2009."

Sandoval County Property Tax Bills Arrive!

It's been a busy week for us with phone calls from concerned land owners shocked by their Sandoval County property tax bills that arrived in the mail recently. In speaking with the County Assessors Office today, they've also been inundated with phone calls from surprised land owners. While it's true that many parcels of Rio Rancho land have been undervalued for years, it doesn't make it easier for the owners who are experiencing huge increases. Personally, we own a number of parcels in Rio Rancho and ours too went up quite significantly.
We were equally busy this past spring assisting Rio Rancho land owners when they received their "notice of values" from the Sandoval County Assessors office. Hopefully some of you were successful then in getting your properties values lowered.
The Sandoval County Assessors Office phone number is (505) 867-7562 and their web site is http://www.sandovalcounty.com/
All the best, Tracy
