Reason for the Special Assessment District (SAD)
In October 2006, the Rio Rancho Governing Body passed Resolution 85 (R85) identifying the need for the creation of a SAD (SAD 7) in the section of Rio Rancho known as Unit 17. This resolution directed city staff to begin the process of developing information.
There are two methods to begin the process of a SAD. The city may initiate a district if the owners of two-thirds of the benefiting properties petition the city requesting a district to construct improvements and assess the costs of improvements (the Petition Method). The city may also initiate a district - which it did with the passage of R85 - when it determines that creation of a district is necessary for the safety, health, and welfare of the community (the Provisional Order Method). SAD’s 1-6 although originally petitioned, were completed through the Provisional Order Method because the two-thirds percentage was not accomplished.
Much of the area described as Unit 17 and those areas included in SAD 7 are AMREP antiquated platted areas from the 1960’s and 1970’s - prior to the city's incorporation - where single-lot residential construction has taken place. Current subdivision ordinances do not apply to antiquated platting. In the summer of 2006 areas included in SAD 7 experienced severe rainstorms causing substantial erosion, flooding, and both public and private property damage in the millions of dollars. This hindered residential access, emergency response, and caused large expenditures of city resources to provide repair and cleanup."

SAD’s 1-6 although originally petitioned, were completed through the Provisional Order Method because the two-thirds percentage was not accomplished.
Much of the area described as Unit 17 and those areas included in SAD 7 are AMREP antiquated platted areas from the 1960’s and 1970’s - prior to the city's incorporation - where single-lot residential construction has taken place. Current subdivision ordinances do not apply to antiquated platting. In the summer of 2006 areas included in SAD 7 experienced severe rainstorms causing substantial erosion, flooding, and both public and private property damage in the millions of dollars. This hindered residential access, emergency response, and caused large expenditures of city resources to provide repair and cleanup."

How can my property tax go up 10-fold in one year in Rio Rancho? Many have wondered that after receiving their 2007 property tax bills. The N.M. state statutes limit the annual tax increases on residential property to 3 percent per year. Residential property, as defined in the statutes is considered land with a residence on it. There is no cap in effect for vacant residential land. There should be.
In the past, property taxes on a few acres of vacant land in Rio Rancho were less than $50 per year due to out of date appraisals, so not many people were burdened by the tax. But Rio Rancho has boomed in recent years and there are vacant lots that are worth more than $100,000, as appraised. The State of New Mexico decided to correct the out of date appraisals all at once. They used valuations culled from the peak of the recent real estate boom. With no cap on yearly increases, the vacant landowner got a huge shock when the 2007 tax bills arrived."

Attention, daydreamers: maybe that hope of fame and fortune as a professional football player isn't as farfetched as you once thought.
That was one of the messages Friday as management of the New Mexico Wildcats, along with the owners of the Baltimore-based American Indoor Football Association, presented themselves to the city of Rio Rancho.
'The kind of players we're looking for are guys who are dedicated, who can stay out of trouble, that are disciplined, that have a good work ethic— that are trying to get to the next level,' said 36-year-old Floyd Johnson, introduced as the Wildcats' head coach.
According to AIFA chief operating officer Michael Mink, the league— which begins play at the Santa Ana Star Center in April— sent 56 players from its inaugural 2007 season to the NFL, Canadian Football League and the Arena Football League. That number could not immediately be verified.
'We're like the city of Rio Rancho,' Mink said. 'We're young, we're fast-paced, we're energetic.'
The Wildcats debut March 29, but don't appear at the Star Center until April 26 against the Arizona Adrenaline, one of three Western Division rivals. Other teams in the division are the Utah Saints, based in Kearns, and the Wyoming Calvary, based in Casper."

A vote by Rio Rancho city councilors this week changed the city's status in a lawsuit between the public water utility that serves most of the metro area and a private company that supplies water to part of the West Side.
Councilors voted unanimously to remove Rio Rancho as a petitioner in a condemnation lawsuit between the Albuquerque Bernalillo County Water Utility Authority and the private New Mexico Utilities Inc., which is based in Paradise Hills.
Based on that vote, the city will not have a legal obligation to provide water to Quail Ranch, Rio Rancho city attorney Jim Babin told the Journal in a telephone interview Thursday.
Rio Rancho annexed the 6,500-acre undeveloped Quail Ranch area city in 2003. It lies south of the Bernalillo County line and west of Ventana Ranch."

The American Indoor Football Association Introduce The New Mexico Wildcats
January 11, 2008
Rio Rancho is about to have another Pro sports team at the Santa Ana Star Center. Today was the office announcement of the New Mexico Wildcats professional football team. The Wildcats will play their home games at the Star Center, with the first home game being on April 26.
I went to the Press Conference today and the excitement level was high as Rio Rancho Mayor welcomed the team and the league to New Mexico. The Team owners and League owners had great things to say about the community and felt that this was an important market for them to be in.
The game play sound like it is fast paced. The AIFA owners stressed that they want to keep the game exciting and family friendly. You can see more about the game rules HERE. Here is the quote from the AIFA website… “The League will provide a dynamic style of play so unique and exciting that fans and communities not only enjoy, but desire the sport in any and all geographic area of the United States”.
Sounds fun, I can hardly wait!

Property insurance rates should drop in Rio Rancho
Rio Rancho Observer Online: "The City of Rio Rancho’s Fire and Rescue Department has announced that the city’s Insurance Service Organization (ISO) rating will be lowered from Class 4 to Class 3 beginning in the spring of 2008.
This change indicates that the city is improving its capability to respond to fires. This lower rating also means that Rio Rancho commercial and residential property insurance premiums will be eligible for lower rates."
